Ah, yes. This is unintentionally confusing. Thanks for bringing it up, I will clarify the README.
The contributing guide that is linked to is for the repository in which that contributing guide lives (x-api), which is the exercism problems API for all the language tracks.

I suspect this is intended to be a submodule, and those instructions are for something 'higher' up on the organization. I simply wanted to contribute the tests, not a new track. Perhaps a new exercise or two, unsure.
For my contribution, obviously, having the full stack is unnecessary. Or at least I hope so.
