sorry to see you are still fighting; you seem to have found some cornercases where the package installer does not work perfect yet.
Under other conditions, the package manger installs XAR files just fine.....

what version of existdb/dashboard are you using?

ok found it: https://github.com/eXist-db/dashboard/blob/master/plugins/browsing/service.xql#L31 reads

        <response status="fail">
            <message>{$err:message}</message>
        </response>

but the message should be like <error>Caught error {$err:code}: {$err:description}. Data: {$err:value} </error>

@wolfgang can you recall what the intended message should have been?

@pherk as a workaround please update /db/apps/dashboard/plugins/browsing/service.xql line 31 with $err:description
