Have you tried setting the environment variables as variables in your Azure DevOps build definition? In my experience, setting them via command line in a previous step doesn't always carry them to future steps, but defined variables are maintained for the lifetime of the build.

So, for example, I had to set a variable named EXPO_ANDROID_KEYSTORE_PASSWORD and a variable named EXPO_ANDROID_KEY_PASSWORD in my build definition, so you could rename Keystore_password and Key_password to those names.
