Perhaps F3D uses Microsoft libraries? Do they need to be updated after reinstalling the OS?

@Viper-by , so I checked F3D 2.4.0 on windows 10 and the thumbnailer is working great. You must have something special.eg: #1129

Ps I'm sure that the error is not in the application, but in the OS settings, because before reinstalling the OS, the f3d miniature also worked correctly. I don't know why this doesn't work
