I'd like to see this too. The whole behavior of "target" is really mysterious -- why should libraries behave differently depending on whether they're built directly or via another rule? If there are different build variants, should there be some kind of pseudo-rule for selecting them?

What's the use case for building just the library? If you want to export it for others to use, you really want to publish an AAR (which is tracked by #117).
