I'm afraid that is only available internally to Meta. It also isn't nearly as useful as you might imagine - most of the worked examples are things we thought about in advance of implementing it. Now we have much better examples of how it is used in reality by searching the repo - https://github.com/facebook/buck2/search?l=Starlark&q=dynamic_output.
I'll tag the link so it doesn't appear on the website, and make it clear that it is more for historical notes rather than something people should actually use normally.

Thanks! As long as there is something I can read to understand dynamic outputs better, I'm happy and the examples you linked seem to fit that bill.
