I'm not sure what you want. The behavior I see is fully intended: when you switch tabs, your cursor still stays hovering over your tab choice, so it's easier to switch to another tab. Sometimes we scroll the layout, so that the content above doesn't push the current tab group down.

The behavior I see on the repro is indeed the one we want, so it is not a bug to me.
