I'm going to call this an "enhancement" rather than a bug because of something I noticed.

I too had trouble dragging them in order. I did, however notice that placement of the drags made it work exactly as expected. I had to "pick up" the playlist item via the little drag icon (left of the entry) and drag it toward the horzontal middle of the playlist, not straight up or down.

Since with proper dragging it works as expected, it's not a bug.

I agree with you that it is like whack-a-mole without knowing that secret, and this also could vary based on your browser so this should be looked at and improved at some point.

This no longer seems to be "touchy." Not sure when or how it got better, but I think this can be closed.(since I opened it!)

Closing this for now based on report and the fact that UI is planned to be rewritten for v2.0.
