Actually, looking at current code, ordering is correct... can you verify that it has been fixed? (with build from trunk)
It is possible this was not fixed for the last published version.

Tatu, the bug has "moved" to line 345 now:
ReaderConfig cfg = _config.createNonShared(systemId, publicId, extEncoding);

Ah. Actually, the switch is in InputFactoryImpl, not in SaxParserImpl, but effect is same.
I wish I hadn't used different orderings in two places (which is just asking for trouble), but at this point I'll just fix the call and wont' change API (in case existing code is calling methods).
I checked the fix in, let me know if I still missed something....
