edit: Interestingly the existing tester listed is the same email I use at the ITC_USER and has the first letter in the email capitalized, even though no where in the config or on iTunes Connect is it capitalized. Maybe this small breadcrumb will help the debugging!

Same issue here - I've simply installed current HEAD today, didn't do any specific configuration. I'm using an administrator account to connect to iTunesConnect as a restricted user wouldn't work. There's another bug report for this. However, as @vojtechvrbka already described, new users aren't created for me. The log looks the same: It mixes up the email address of the new user with an existing one. PR #75 fixed it for me.
