Broken links on user guide

The location of these files changed with the latest release, and the user guide has not yet been updated to reflect this. For now, the files can be found in the /configs folder of the C-PAC download. A new version of the user guide will be posted Friday Evening

i recommend changing documentation first, then code.
i also recommend not signing off on pushing code to master until the docs
are checked and revised appropriately. other strategies often lead to the
docs being out-of-date all the time.

I agree that this is the right way to do things, at least in theory. In practice, there are a few things that get in the way of things happening that way, but I would like to try and at least do this for major changes.

documentation (me) are not the same people doing the development. Going
