One possibility would be for bodhi to ignore stable karma threshold when the release is frozen.
This way, even when an update gets the stable karma, it never gets automatically requested for stable, until after the freeze, which ensure they'll go to testing no matter what.
However, Bodhi doesn't really know if we are frozen or not.
One possibility could be to add a new release state for that?
