the integral on the right hand side should probably contain the test function, too (i.e., q times gradient of s).

If you want to use a DG method to solve this and employ FESTUNG for it, I suggest reading our first paper (you can access the full text also at arXiv). Follow the discretization steps there to obtain a linear system from the weak formulation above.

I'm not too sure on how to implemente the left hand side integral and I believe such an equation will have matrix with rows and columns comprised entirely of zeros.
