So this is Festival voice, rather than a flite voice. In order for Festival voices to work (well) in flite there needs to be a front end that can convert text to phonemes. There is currently no automatic method to convert that from a Festival voice (as there will/could be arbitrary code in the front end). Thus you would need to create a lexicon and a text front end in Flite for swedish for this to work.
We do have another method to do a generic front end, but it would need to be rebuild from the original files. See http://festvox.org/cmu_wilderness/SWESFB/index.html or http://festvox.org/cmu_wilderness/SWESFV/index.html, and following the instructions on https://github.com/festvox/datasets-CMU_Wilderness. That front end though wont be able to do numbers, only full words, but it should work without having to write front end C for the Swedish libraries
