This is on purpose - we use --untracked-files=normal as an awkward compromise in order to avoid extreme performance cliffs in big repositories.

It is extremely easy to end up with git invocations to take ages, and this avoids it recursing into large untracked directories, which still gives you the most important bit of information "something is untracked", while avoiding a lot of the performance problems.

It is extremely easy to end up with thousands of untracked files in an untracked directory - extract a tarball, build some software, etc. And so we used the mode that avoids that.
