To embed XHTML in an XML document add this namespace:

xmlns:html="http://www.w3.org/1999/xhtml" 

Then documentation elements can be encoded with HTML tags like this:

        <fixr:documentation purpose="SYNOPSIS">

Question: should rich text be required by the Orchestra standard or optional?

Possible enhancement: add an attribute to <documentation> tag for MIME type such as text/html or text/plain if not rich text.
