When are you getting this error response? On the first targeted plan/apply?

The components for this terraform need to be bootstrapped in order to move onto each apply.

terraform apply -target module.fleet.module.vpc

terraform apply -target module.osquery-carve -target module.firehose-logging

If using a new route53 zone:

terraform apply -target aws_route53_zone.main

From the output, obtain the NS records created for the zone and add them to the parent DNS zone

If enabling mdm:

terraform apply -target module.mdm. 

The above will need to be uncommented as well as the KMS section below it.

Apply for Fleet

terraform apply -target module.fleet

And finally a simple

terraform apply

Thanks for your reply. Yeah I was trying to run plan/apply for the whole main.tf file all at once.
It's the easier set up for our infrastructure. From what you explain, the issue I'm facing seems to be caused by this.

It will take me a while to reconfigure the files to run each step. But thanks for the info. It's enough to get me started.
