I have same. I had tried to fix this for 15 minuts on Windows 7 x64 and no result. I opened my mac and that worked in 30 seconds.
This: http://www.ocamlpro.com/pub/ocpwin/flow-builds/ just worked for me. You have to put flow.exe somewhere and and add this dir to PATH. Don't forget to remove globally installed flow/flow-bin if you installed them before. There is only one problem that build is very old :'(.

Since this issue is so old and we have many Windows users, I'm going to close this. Please reopen/file a new issue if this still repros. The version of flow-bin along with process.platform and process.arch for your machine would help debug. Thanks!
