Maybe you are having some name conflicts?
Try to rename config to:'ngflow': 'lib/dist/ng-flow/ng-flow-standalone'.

And dont forget to add dependency angular.module('app', ['flow'])

Just got it fixed. For those who might have this problem in the future, it needs to be added as a dependency to the app specifically using angular.module('app', ['flow']) (and the module's name is 'flow' no matter what alias you use); you can't just include it as a dependency using RequireJS's define. You also have to include 'flow' as a dependency to whatever specific module/controller is using it, via RequireJS's define method.
