这里抛异常是合适的，试想任何一门我们熟悉的编程语言，在词法分析中，以 // 或 /* 开头，又合法的串，基本只可能是注释，因为任何保留字和关键字都不能以 / 开头啊。

一般来说，根据词法规则匹配词素时，任何规则不匹配都应该pushback，直到所有规则都匹配失败的时候才抛异常
