According to your first sample
a has a type int * 'a list, and id return int * string list - lists are not equal by type.

If you make id more generic - it should work

open FsUnit

let id (a: int * 'a list) = a

let ``test id`` () =
    let a = (0, [])
    id a |> should equal a

The same true for the second sample:
As an other option you can specify type for a directly:

let a:(int * string list) = (0, [])

or

let a = (0, List.empty<string>)
