There are 3 tasks in the Fulcrum backlog related to this:

• A user can set the initial velocity for a project, i.e. what is used before any iterations are complete. This is currently fixed at 10 points.
• The current velocity is displayed prominently on the page, i.e. above the column show/hide buttons
• A user can change the displayed project velocity

A few points about the last item, I'd like this to not be saved between sessions, and when the velocity is overridden there should be a very obvious visible highlight that the velocity is 'fake'.
