I believe all native apps are forced at 720p. See https://github.com/ValveSoftware/steamlink-sdk/issues/62

However, according to reddit videos are still 1080p. See https://www.reddit.com/r/kodi/comments/5lkn2b/fyi_native_kodi_now_mostly_working_on_the_steam/

I can confirm that videos (which are 1080p) are really 1080p (although the UI is 720p) (*)

Maybe the documentation should reflect on this a bit more, now the information is not there to be found!

Also, as a related note - can the Steam Link (KODI) change refresh rate? That would be a really usefull (or mandatory) feature for any serious video player.

*) OT, but: Nearly everything I tried to play stutters so much that KODI on Steam Link is essentially useless ATM.
