Agreed.
One problem with the create_plugin() suggestion is that other members of simulator are not initialized at that time. Therefore, I would prefer the second suggestion.

Purely considering the structure I would like most to bundle everything in the create_... function in the interface classes, but the first tests I did suggest that it might be complicated because of the missing parts of simulator as Timo mentioned. So I guess collecting everything in core.cc is easiest and makes it also easy for new users to figure out, from where it is called. We just need to make sure, that we first initialize the SimulatorAccess then call parse_parameters and finally initialize the plugin itself, since it depends on the two former.
