add preferred magnitude and change event type for ISC events

A job has been fired to update the ISC events with the preferred magnitude information. This is required to make sure that the receiver function pipeline is able to query for events in the desired range of 5.5 to 6.5 magnitude.

Also, as was clarified with @alexgorb, in the case of multiple magnitudes associated with an ISC event, the magnitude with the highest value has been chosen as the preferred magnitude.

adding a reminder to change <type>other</type> to <type>earthquake</type>

The isc-events have been updated with the preferred magnitude and type information and uploaded to s3://pyrobots-backup/niket/isc-events/. Will be deleting the older location shortly.
