Sampling time as a globally accessible variable

Done, now Ts acts as a float type globally accessible variable for storing the value of the sampling time. I tried it, worked.

Ts should not be float - you may have issues with type conversions later. Say, you use only whole milliseconds, thats good enough. Then it could be an unsigned int or something similar.

Or you assume Ts to be float, then convert it to int milli(micro) seconds?

@rkoplinger solution should be used with the "GetSampling" (or whatever) function to access sampling times inside functions, like the PID. Please remember @Gabor7697 @TiborKonkoly @KuboJakub when adding new features to the library.
