this has to do with buckets blocking public access by default - I'm trying to figure out how to deal with this - i imagine we don't want to make buckets public, - so i'm trying to figure out the right potion and hand flare to make this work w/o making a bucket public - the block public access thing blocks any policies we attach
nevermind, it seems like it's related to a slight tweak to the policy document
