Setting access rights to the protected range doesn't work well.

What steps will reproduce the problem?
1. Click on the access rights link below the named range
2. Try to set the rights for people having link to the document
3. Repeat this and then try to set another range's rights

What is the expected output? What do you see instead?
After 2. I expect options - can edit/can view. I see only OK and Cancel buttons.
After 3. There's no reaction - no popup shows up. Like you wouldn't click a 
link "change rights".

On which browser & OS? Firefox 14, windows 7 64bit. The same on IE9
