wig-to-json.pl generates blank tiles
Not all images are blank. In some images appears tiny peaks but it still very different in comparison to
another genome viewers (like IGV, for instance)

The problem could be the normalization of max/min values step. If the normalization is done for the whole wig file its probable that many values could be almost zero.

Sounds like we would need different scales for different regions. Hmm.

Wiggle scales are sort of user-editable now (will be better after #204), and the dynamic-scaling part of this is now in #203.
