Actually, per rust-lang/cargo#5122 (comment)
To expand on that, it's actually a bug in Cargo that Cargo thinks it knows what features are applied just after crate graph resolution. Instead Cargo should only know feature selection once it actually goes to compile crates which ends up dealing with target-specific dependencies and such.
This is a bug in cargo, and fixing it would be a divergence from cargo's current behavior. I'll avoid resolving this now, but keep the issue open and the related code areas tagged with TODOs. rust-lang/cargo#4463 seems to be the most related description of the issue and has lots of discussion.
