Works for me on the latest windows canary. What OS and chrome version were you using where you saw this?

The about box says Google Chrome is up to date.

You can't add plugins in to Chrome Apps, however everything in a WebView should just work.

Thanks...I was able to view the videos inside webview. Not sure though why they should not work in sandboxed iframe.

We don't allow flash or other plugins so it might be that.
