Hello, we have the same problem with more recent versions (terraform and google provider)
Terraform v1.5.3
on linux_amd64

• registry.terraform.io/hashicorp/archive v2.4.0 provider
• registry.terraform.io/hashicorp/google provider v4.75.0
• registry.terraform.io/hashicorp/google-beta v4.75.0 vendor

Here they suggest the following change (hashicorp/terraform-provider-google#15249). But I am using google module, I can't do the ignore.
It will have to be the module managers who add the ignore_changes.
