claat serve: generate index pages

Actually, we were just talking about it with @marcacohen today.
The claat serve command submitted in #36 and #38 will use <google-codelab-index> elements to create the index page.

We'll need to patch claat serve to generate the index page. Just haven't got to it yet.

I just submitted a PR that provides the oft-requested ability to generate your own landing page, similar to the one you see at g.co/codelabs. Also supported is the ability to create custom views - thematic or event-based landing pages featuring a subset of your codelab content.

It isn't related to #33. We just haven't open sourced the index pages.
We're currently working on the UI elements in googlecodelabs/codelab-elements#21. Once it's available, we might then make claat tool generate an index HTML markup using those elements.

We are in the process of migrating away from Polymer to a pure CSS rendering engine. Since that will change how we generate index pages, that seems worth waiting for. I don't have a hard date on when that will be done but I know that it's being actively worked on now and when it's ready, I'll propagate it to GH.
