I think it's still blocked because that codelab-elements issue is still open. I made some recent progress but we're still having build problems w/ bazel. I'll try to circle back and take another look.

Would it be reasonable to switch codelab-elements to a different build system, say, Make, at least until we can get the underlying issue resolved?

codelab-elements build is fixed if I use rules_closure at head instead of the latest release, so hopefully we'll be unblocked when they release next.

I think this a good idea, Cassie, especially given we just updated our internal version to use gulp 4 and improved the build logic at the same time.
