First thing to check: Are you logged in and have a project id specified?

See if "Using Datalab - Accessing Cloud Data.ipynb" tutorial (datalab/docs/intro/Using%20Datalab%20-%20Accessing%20Cloud%20Data.ipynb) run successfully.

This is an http error bubbling up from:
https://github.com/googledatalab/pydatalab/blob/master/datalab/utils/_http.py#L144

It could be a DNS error, so check if you can get to https://www.googleapis.com/bigquery/v2

I found a similar symptom in an old post on StackOverflow. Some answers say to check to see if billing is enabled for your GCP project (Although I would have expected to see more clues about cause of the issue after the text "Exception: Failed to send HTTP request.")
