Have you wrapped your component with gestureHandlerRootHOC ? Below code works on my end.

    <View style={styles.container}>
      <ModalContent
        onTouchOutside={onTouchOutside}
        fall={fall}
        sheetRef={sheetRef}
        bottomSheetHeight={bottomSheetHeight}
        renderContent={props.renderContent}
        onClose={props.onClose}
      />
    </View>
const ModalContent = gestureHandlerRootHOC<GestureHandlerProps>(
  ({
    onTouchOutside,
    fall,
    sheetRef,
    bottomSheetHeight,
    renderContent,
    onClose,
    enabledInnerScrolling,
  }) => {

    return (
          <BottomSheet
            initialSnap={0}
            ref={sheetRef}
            snapPoints={[0, bottomSheetHeight]}
            callbackNode={fall}
            renderContent={renderContent}
            enabledInnerScrolling={enabledInnerScrolling}
            enabledContentGestureInteraction={false}
          />
    );
  }
);
