Indeed this is a mistake; we explicitly document that create should not be used, only insert should; but when I'm in a rush I sometimes get them confused. Submissions to fix mistakes like this in the docs are very welcome. Here's where we state not to use create:

For future reference: the reason I could not get create and insert to work was because I put my smart tags at the end of the table comments, which is not supported.
