We inherited the drag and drop functionality from Code Mirror (the rich code editor lib we use). My guess is that if it's not working on IE9, it's due to a lack of browser support.
It seems to work in IE11. One thing - are you dragging it onto the Text field? The browser will likely try to load the file if you aren't dropping it onto the Text area directly.
I'll try to dig into this if I can track down a way to install IE9.
