In the future It may not be "prevent from taking focus" but more so, on given focus, pass it back to the previously focused window, then run the macros.

Small update here. This will likely require Windows Hooks. I guess initially we'll work this out in Windows, then we can find the Linux and MacOS alternatives later. As of right now SDL isn't the tool I should be using for input. It's not something meant to interact with other windows outside of the program scope. So I have to use a platform specific method.
