Trying to use multiple resources for the same DNS record will just confuse things. I think ideally the resource needs to be renamed/migrated to one named dns_ptr_record_set (which then matches the other resources that take multiple values) and for it to then take an array of values.
I agree, multiple PTR records don't really make sense, however BIND and IIRC Microsoft AD/DNS both accept it. I can't remember where I read it, but someone likened multiple PTR records to turning up to passport control and presenting multiple passports.
