i assume you found out what was wrong since you closed the issue, but i would really appreciate it if you would post the solution before doing so.

the issue is that you configured it wrong. i can't tell if your trigger is completely right but the action part is definitely not right.

this is how i set temperatures from a automation

action:
  - service: climate.set_temperature
    data:
      entity_id: climate.sypialnia_thermostat
      temperature: 17

Actually this worked for me:

  action:
  - service: mqtt.publish
    data:
      payload: 22
      topic: etrv/DanfossSypialnia/set

I found out that after looking at logs where I noticed info about payload not being proper float and looking at the code where /set is tied to temperature only.
And because script executes refresh after setting temp then everything is updated.
