Thank you for reporting this problem. I'll look into reproducing it over the next couple of days. I will then try to find a test that would catch such a problem in the future. Please let me know should you have one in mind already. I think we had seen a similar problem in the past.

I can reproduce the problem on machine with python 3.6. Why is this not making our test fail e.g. here? We do run the tests with python 3.7, so if it is a question of py2 vs py3, it should already have been caught here.

It is for sure a problem with py2 vs py3.
Since I am no expert and do not know exactly which tests are done, I cannot give you a clear answer.
(Maybe your test does not catch it because you are only testing to create files for an empty submission?)
