@dpiddy this makes sense. This only would work if user_env_compile is set though, since the DATABASE_URL is not normally available.

Yeah. Maybe this is a more general issue that should be handled elsewhere, similar to the default-heroku-postgresql-dev labs flag.

I think so. In the same way API is using the default-heroku-postgresql-dev flag to make shared-database:5mb mean something else perhaps it could ignore shared-database:5mb if the no-shared-database-if-database-url-already-set flag is enabled.

The behavior I was after has been implemented as part of the heroku-postgresql:dev rollout. I think I'm good here.
