Can you check if plugins are properly installed? There should be some items under Items configuration tab in Preferences (Ctrl+P):

Edit: I did this a week or so ago, so i dont fully remember, but i think i tried to set sync to an encrypted drive, thats wasnt yet mounted at boot. Then I tried to revert the changes andd it looks like this, not sure if this is related to the issue:

If you disable a plugin (the unchecked "Synchronize" item in Preferences) some tabs use, these tabs won't load and show only the refresh button. A workaround could be to enable the plugin again, click Apply, and remove &clipboard from the Synchronize configuration tab.
