There is now
- A CONTRIBUTING.md with guidlines for submitting changes
- A testing guide
- The sandbox with a README.md which is enough to get you started with that if you're willing to experiment a bit
If there's something that could be improved upon I'd say it's making it clear to a new contributor where to find these resources. If the CONTRIBUTING.md was updated with pointers to these other docs, would that provide what this issue was asking for @mjbrisebois?
