When you put a chromecast in developer mode (e.g. by getting google to whitelist) it opens the chrome remote debugger port on 9222 on your device. The cast device is really just running a small instance of chrome... That function connects to the remote chrome debugger port to do it's magic. On your rooted device can you turn on the debugging port?
Read http://www.clift.org/fred/notes-on-chrome-remote-debugging.html for details on what I'm describing. I dont know the internals enough, and dont have a rooted device to be able to tell you how to achieve that. If you can turn on remote-debugging for the chrome instance, then that call should work.

Google has closed down the remote debugging unless you own the app that is currently being cast. I have therefore removed the crd_open_url method making this issue no longer relevant.
