This issue exists out of two parts:

1. Being able to launch and control the default receiver app.
2. Run a local webserver so that we can serve the file to the Chromecast using a url.

I split out the first part into issue #7. When that is done the second part is very straight forward.

Now that the default media receiver can be launched this should be fairly easy task (if the local file is in a Chrome-supported format).

The goal for PyChromecast is to offer a library that implements the Google Cast protocol. Serving video is therefore out of the scope of this project.
