I just switched my website from WordPress to hugo+academic, and I'm seeing the same issue (site: http://research.majuric.org/public, source: https://github.com/mjuric/research.majuric.org). I'm afraid I don't know enough about modern CSS etc. to help, though.

Thanks for reporting this @hadley . I can confirm the flickering with Safari version 10.0.2 (12602.3.12.0.1) and latest version of Academic. It seems that Safari v10.0.2 is confused which responsive CSS layout to use so it tries to use two simultaneously. Other browsers such as Firefox/Chrome don't exhibit this issue.
Possibly it's a Safari bug as it's the only major browser exhibiting this issue and if I go to another tab on Safari and then back to the Academic tab, the issue temporarily disappears. However, I'll try to investigate if the responsive definitions in the CSS can be improved to prevent this. If anyone has time to help investigate this, that would be great.
