Seeing this again today with a Dependabot update from 7.0.1 to 7.0.4. Dependabot previously opened a PR for 7.0.1 to 7.0.3, which did not have this issue, so looks to be specific to 7.0.4.

This is after the latest updates for the WP version, seems that the polyfills package is either no longer bundled or no longer required. There are some code changes related to it I can see here wp-phpunit/wp-phpunit@5.7.2...5.7.4
Bit unexpected but I'll get this patched asap.
