I'm using mingw-w64/x86_64-8.1.0-posix-seh-rt_v6-rev0, which is the latest mingw right now.

Still getting this error, but this ticket is closed. No clear solution mentioned here. Why was it closed?

What does it have to do with .NET at all?

I had the same problem.
Fixed by adding C:\opencv\build\install\x64\mingw\bin to system path.
as instructed here

also using MinGW 7.3.0 produces some other errors on my windows too. using v8.1.0 is fine.

Use the latest mingw .
What I'm using now is v7.2.0

exit status 3221225781 appears to be some sort of .NET or Windows error about a DLL missing.

In my case, it was unrelated to gocv, but was rather indicated that I had missed an install step in another package called g3n.
